The National Football League and the NFL Referees Association continue negotiations on a new collective bargaining agreement, which is set to expire on May 31, 2025.[1][2]
Pro Football Talk first reported that the league could resort to replacement referees if talks extend into the preseason, similar to a 2012 labor dispute.[1] ESPN cited internal emails indicating the NFL has begun preparations for potential replacement officials ahead of the 2025 season.[2]
The NFL Referees Association represents 121 game officials. The current agreement, reached in 2020 following the 2012 lockout, covers salaries, benefits and working conditions.[1]
In 2012, the NFL used replacement officials from Aug. 9 to Sept. 26 after the union locked out its members. The most notable incident was the "Fail Mary" play on Sept. 24, 2012, during a Monday Night Football game between the Seattle Seahawks and Green Bay Packers at CenturyLink Field in Seattle. Seahawks receiver Golden Tate was ruled to have caught a Hail Mary pass for a touchdown despite simultaneous possession with Packers cornerback M.D. Jennings, giving Seattle a 14-12 win.[3][4]
ESPN analyst and former Indianapolis Colts punter Pat McAfee, who played from 2007 to 2016, criticized the prospect of replacements on social media. "Nope we can’t be doing replacement high school refs in the nfl again," McAfee wrote on X, recalling issues during the 2012 dispute.[5]
McAfee called for greater accountability among officials, adaptation to technology and commitment to the game. He stated, "We need (you) to care about the game. We need ya to have a little bit of feel. We need (you) to be committed to what ball is."
In 2024, the NFL expressed focus on improving officiating standards, stating it aimed to "increase accountability, and ensure that the highest-performing officials are officiating our highest profile games."[1]
